MEMBERSHIP APPLICATION COUNCIL OF PRIVATE INVESTIGATOR - Ontario The Council of Private Investigators Ontario is an Ontario non-profit corporation established to represent the interests of private investigators licensed in this Province. The functions of the Council of Private Investigators Ontario (hereinafter referred to as “CPIO”) include professional development seminars, lobbying on behalf of the industry on political issues of the day which may impact those in the industry, and consulting with the Registrar of the Private Investigators and Security Guards Act with respect to such incidents as unlicensed investigators and other matters of concern to the private investigation industry. It is the only organization of its type in the Province of Ontario. MEMBERSHIP Membership in CPIO carries certain responsibilities, some of which are detailed in this application. You will also find these codes on pages 4 through 8 and the codes are an integral part of this application. You may apply for membership in two ways: Application Method No 1: on line application using Visa for your dues payment. (Best method if you are in a hurry, e.g., your insurance broker is pressing your for membership confirmation). Application Method No 2: Fill out and print the this text copy of the CPIO application. Be sure to answer all of the questions. Submit it to CPIO’s Administration Office along with a cheque made out to CPIO for dues payment using the following schedule of fees. Regardless of the application method chosen, CPIO will require a completed hard copy of the application. Unless there is an urgent need to use method No. 1 we suggest you choose the second option. You may request also request a printed version of the CPIO application Administration Office. No part of this document shall supersede the Private Investigators and Security Guards Act, R.S.O. 1990, c.P.25, as amended, or its regulations. B. For the purposes of this document, a Member is: A licenced private investigator, or an organization licenced to engage in the business of providing private Investigators. C. The Council of Private Investigators - Ontario (CPIO) is the recognized industry association of private investigators and private investigation companies in Ontario. D. The CPIO Code of Privacy is a component of this Code of Ethics. II. Objectives of the Code of Ethics The objectives of the Code of Ethics are: A. To ensure that a high standard of investigative services are provided to the public by the members of the CPIO; B. To maintain courteous and professional conduct among Members of the CPIO; C. To enhance the relationship of CPIO Members with regulatory bodies, law enforcement, clients, the public, and non-members. III. Reputation of the Profession A. Members will regard themselves as members of an important and respectable profession. B. Members will ensure that their reputation, that of fellow Members, the CPIO, and the investigative profession is maintained at all times. C. Members shall not engage in any investigative activity for which they are not competent and qualified. CODE OF PRIVACY Ten interrelated principles form the basis of the Canadian Standards Association Model Code for the Protection of Personal Information. Each principle is a core element in the Council of Private Investigators - Ontario (CPIO) Code of Privacy. 1. Accountability: an individual or individuals who are accountable for the organization's compliance with the following principles. 2. Identifying Purposes: The purposes for which personal information is collected shall be identified by the organization at or before the time the information is collected. 3. Consent: The knowledge and consent of the individual are required for the collection, use, or disclosure of personal information, except where inappropriate. 4. Limiting Collection: The collection of personal information shall be limited to that which is necessary for the purposes identified by the organization. Information shall be collected by fair and lawful means. 5. Limiting Use, Disclosure, and Retention Personal information shall not be used or disclosed for purposes other than those for which it was collected, except with the consent of the individual or as required by law. Personal information shall be retained only as long as necessary for the fulfillment of those purposes. 6. Accuracy: Personal information shall be as accurate, complete, and up-to-date as is necessary for the purposes for which it is to be used. 7. Safeguards: Security safeguards appropriate to the sensitivity of the information shall protect personal information. 8. Openness: An organization shall make readily available to individuals specific information about its policies and practices relating to the management of personal information. 9. Individual Access: Upon request, an individual shall be informed of the existence, use, and disclosure of his or her personal information and shall be given access to that information. An individual shall be able to challenge the accuracy and completeness of the information and have it amended as appropriate. 10.
